DLA’s mission is to enhance the efficiency, transparency, and capacity of LAOs in delivering public services, managing local development, and promoting community participation. It provides guidance on local planning, personnel management, budgeting, and public service standards. DLA also plays a central role in legal and regulatory development for local governance.
